Defending Against Adversarial Attacks by Energy Storage Facility
Li, Jiawei and Wang, Jianxiao and Chen, Lin and Yu, Yang (2022)Adversarial attacks on data-driven algorithms applied in power system will be a new type of threat on grid security. Literature has demonstrated the adversarial attack on deep-neural network can significantly misleading the load forecast of a power system. However, it is unclear how the new type of attack impact on the operation of grid system. In this research, we point out that adversarial attacks on the algorithms are distinct from traditional attacks. Rather than causing system collapse, the adversarial attacks camouflaged as normal forecast bias and thus is able to continuously cause the economic loss in a system. We manifest that the adversarial algorithm attack induces a significant cost-increase risk which will be exacerbated by the growing penetration of intermittent renewable energy. In Texas, a 5% adversarial attack can increase the total generation cost by 17% in a quarter, which account for around 2times 10^{7}. When wind-energy penetration increases to over 40%, the 5% adversarial attack will inflate the generation cost by 23%. Our research discovers a novel approach of defending against the adversarial attack: investing on energy-storage system. All current literature focuses on developing algorithm to defending against adversarial attack. We are the first research revealing the capability of using facility in physical system to defending against the adversarial algorithm attack in a system of Internet of Thing, such as smart grid system.

Detection of False Data Injection Attack in Automatic Generation Control System with Wind Energy based on Fuzzy Support Vector Machine
Chen, Ziyu and Zhu, Jizhong and Li, Shenglin and Luo, Tengyan (2020)False data injection attack (FDIA) destroys the automatic generation control (AGC) system and leads to unstable operation of the power system. Fast and accurate detection can help prevent and disrupt malicious attacks. This paper proposes an improved detection method, which is combined with fuzzy theory and support vector machine (SVM) to identify various types of attacks. The impacts of different types of FDIAs on the AGC system are analyzed, and the reliability of the method is proved by a large number of experimental data. This experiment is simulated on a single-area LFC system and the effects of adding a wind storage system were compared in a dynamic model. Simulation studies also show a higher accuracy of fuzzy support vector machine (FSVM) than traditional SVM and fuzzy pattern trees (FPTs).

Diagnosis and mitigation of smart cyber-attacks on an offshore wind farm network operator
Badihi, Hamed and Jadidi, Saeedreza and Yu, Ziquan and Zhang, Youmin and Lu, Ningyun (2021)With the rise of wind energy production in global power generation, wind farm facilities are becoming increasingly attractive targets for malicious attacks, in particular those affecting wind farm network operators' cyber subsystems and functionalities. Given the significance of this problem, this paper proposes a novel anomaly-based intrusion detection and diagnosis system to carry out in-line monitoring as with firewalls. Also, a cyber-attack-resilient active power control is designed to mitigate the impacts of cyber-attacks on the safe regulation of active power from wind farms. An offshore wind farm benchmark is used to implement and demonstrate the effectiveness of the proposed solutions in the presence of wind turbulences, measurement noises and realistic smart cyber-attack scenarios.

Digital transformation and structural change in Taiwan’s national innovation system
Chen, Shin Horng and Ou, Yi Pey (2021)The national innovation system (NIS) approach, as a widely accepted analytical framework for industrial innovation on a national scale, suggests that a country’s innovative and economic performance depends largely on how diverse innovation actors relate to each other as elements of a collective system of knowledge creation and use. The current understanding of Taiwan’s NIS draws mainly on Taiwan’s catch-up model, referring especially to export-oriented ICT industrialisation, and gives special credit to government-sponsored applied research institutes, such as the Industrial Technology Research Institute (ITRI). However, Taiwan nowadays is promoting economic transformation and the digital economy, with a central focus on 5+N flagship innovative industries, including the Asian Silicon Valley Development Initiative for the IoT and smart cities, green energy (offshore wind power and other kinds of renewable energy), the biomedical industry, the defense sector (cybersecurity included), new agriculture (for example precision agriculture) and the circular economy. Following this, the Institute for Information Industry (III) has recently repositioned itself as a ‘Digital Transformation Enabler’, while ITRI tends to focus on systemic innovations, by taking an approach of ‘Open Innovation System Platform’ (OISP). There is increasing awareness that digitalisation is transforming innovation and that digital transformation brings challenges to innovation management and innovation policies. Set against that backdrop, this chapter calls for a revisit to Taiwan’s NIS by examining the issue concerning what Taiwan’s transition from ICT industrialisation to the digital economy means to its innovation trajectory and innovation routines. Taiwan’s ICT industry is a legacy of its catch-up industrialisation, and it has to reinvent itself in order to evolve into the genuine ‘digital sector’ of the digital economy. For Taiwan to develop into a digital economy, the incumbents in the existing digital sector or new players from elsewhere have to master a variety of new digital technologies (hardware- or software-based), such as AI, the IoT, robotics and blockchain, and/or to harness the new technologies for innovative applications. This may enrich our understanding of the factors underlying industrial innovation in the era of the digital economy, especially for latecomer countries in transition. The chapter goes further to discuss some aspects of structural change in Taiwan’s NIS.

Distributed Synchronized Control in Grid Integrated Wind Farms to Improve Primary Frequency Regulation
Mahish, Priyatosh and Pradhan, Ashok Kumar (2020)In recent years, the continuous growth of grid-integrated wind power generation causes reduction in the inertia of power system, which deteriorates primary frequency regulation (PFR) of grid. Therefore, wind farms (WFs) are recommended to operate at deloaded condition, rather than maximum power point, to provide sufficient primary reserve for improvement of the PFR. To improve PFR, the droop control uses this reserve and the inertia support emulates stored kinetic energy from the rotor of wind turbines. In this paper, a distributed synchronized control (DSC) technique is proposed which uses optimum power share ratio (PSR) and the frequency of each WF at the point of common coupling to calculate the droop. The optimum PSR is based on the ratio of primary reserve at the WF and required change in rotor speed for the WF. An iterative method is proposed to obtain the PSR of each WF. To reduce delay effect on proposed DSC performance, the synchronized droop varies differently with increasing communication delays. The effectiveness of proposed DSC is tested in WF integrated 39-bus New England system and compared with distributed Newton method. The performance of proposed DSC is verified for different false data injection scenarios.

Ensemble Learning-Based Dynamic Line Rating Forecasting Under Cyberattacks
Ahmadi, Amirhossein and Nabipour, Mojtaba and Mohammadi-Ivatloo, Behnam and Vahidinasab, Vahid (2022)The transmission congestion issue from the high penetration of renewable energies places a premium on accurate dynamic line rating (DLR) as a short-term solution for the more efficient exploitation of the existing transmission infrastructure and the efficient and reliable operation of the power grids. Even though the DLR methods produce a worthy estimation of ampacity, they need the placement of measurement devices and communication networks along with the precise calibration of the estimators and the installation of sensors on the conductor surface. Herein, as a viable alternative, the DLR forecasting models with respect to historical meteorological data were developed using ensemble learning algorithms. Several cases were designed to explore the resiliency and accuracy of the presented approach for various forecasting horizons. The result of simulations proved that ensemble learning algorithms can be fruitfully used for DLR forecasting, even in the presence of severe cyberattacks. The proposed method yielded an approximate capacity increase of 30% for 400 kV lines between Ghadamgah and Binalood wind farms, which is enough to relieve the congestion issue. Ultimately, the developed models were tested against data that is measured at points different from what the algorithms had been trained with to investigate the generalizability of the predictors. Experiments revealed the generalizability and reliability of the forecasting models for the DLR at various points of the line without the deployment of measurement devices and communication infrastructures.

Evaluation of false data injection attacks on automatic generation control considering wind power dynamics
Zhang, Xuehan and Kang, Dong Joo and Choi, Sungyun (2022)The automatic generation control (AGC) system is a crucial control system based on information and communication technology in interconnected power systems. However, the dependence on cyber systems has increased the risk of false data injection attacks (FDIAs) against AGC systems. Furthermore, as the penetration level of wind power increases, an AGC dynamic framework incorporating wind stochastic modeling should be developed, and the impact of FDIAs on AGC considering wind power penetrations should also be evaluated. This paper proposes an evaluation method of the impact of FDIAs on AGC considering wind power penetrations. First, a linearized analysis framework is developed, in which the network model is considered due to its geographical smoothing effects. Then, stochastic differential equations (SDEs) are employed to model wind power and load temporal uncertain behaviors, and the overall system dynamics under different FDIA types are also proposed. Finally, the proposed methodology is illustrated via a 4-area practical AGC system. The simulation results show the effects of different types of attacks on the AGC system considering wind power penetrations and demonstrate that the existing evaluation frameworks may overestimate FDIA effects and wind power fluctuation and corresponding system inertia reduction may help the attacker to cause system instability.

Evidence Reasoning Based Quantitative Evaluation Method for Vulnerability of SCADA System Security in Wind Farms
Luo, Xinyu and Duan, Bin and Wu, Junfeng and Lai, Jun (2020)In accordance with the information security of supervisory control and data acquisition (SCADA) system, a quantitative evaluation method based on evidence reasoning is proposed. In this method, a certain abnormality found by the system is taken as a root node, and a certain number of hypothesis events that result in abnormality or events caused by hypothesis events are used as hypothesis points to construct an interpretable hypothesis chain of system security vulnerability and to reason all attack paths. Then, each attack path is calculated to find the critical path of the system vulnerability. The evidence related to the hypothesis is regarded as evidence point and the link function is used to connect the evidence and hypothesis point to build the vulnerability Bayesian network of each path. The conditional probability of nodes in Bayesian network is calculated by applying the graded response model. The critical path is utilized as a basis for measuring the system vulnerability, and the probability of hypothesis is utilized as the criterion of security vulnerability evaluation, so the credibility of each evidence point is quantified, and the vulnerability of SCADA system is deduced through Bayesian network. Finally, an example is given to illustrate the specific application. It is proven that the method can effectively analyze the security vulnerability of SCADA systems in wind farms, and can find the weak components of system information security. The method can also quantify the evaluation value of information security vulnerability, and has high evaluation accuracy.

Independent stochastic variables following the Bernoulli distribution are used to describe the DoS attacks. For each sensor node, a distributed H∞ filter is designed to generate the desired residual signals and used as an evaluation function of the fault detection mechanism. Thus, fault detection of the system can be achieved. Then, the rotating system of a wind power generation system is simulated and verified. The simulation results reveal that for the rotating system in wireless sensor networks under DoS attack, the designed fault detection method can effectively detect the fault of the original system.
